Chapter 11 - The Phantom Lien

The immediate collapse of Mercer Defense Tech sent shockwaves across the defense sector, but the financial wreckage Arthur left behind was a complex web that didn't dissolve overnight.
Six weeks after Arthur’s sentencing, I was sitting in my executive office at Fort Meade when my chief of staff, Colonel Sarah Sterling, walked in holding a red-flagged intelligence report.
"Director," Sterling said, setting the folder on my desk. "The federal bankruptcy trustee liquidating Mercer Tech’s residual assets ran into a major obstacle."
I set my teacup down, scanning the top memo. "What kind of obstacle?"
"Before his arrest, Arthur executed a secondary private indemnity bond against his family’s primary trust assets—including your late mother's estate in Austin—pledging them to an offshore private equity fund called Apex Global Security," Sterling explained. "Apex is claiming a seventy-million-dollar preferred lien against the remaining liquid assets."
My eyes narrowed. My mother had passed away when I was twelve. Her family’s land and personal estate had been absorbed into Arthur’s corporate holdings decades ago when he created the Mercer Trust.
"Who controls Apex Global?" I asked.
"A disgraced former Procurement Undersecretary named Donald Vance—no relation to General Vance," Sterling replied. "He was blacklisted from government contracting ten years ago for kickback schemes in Eastern Europe. He’s attempting to use an offshore jurisdiction to squeeze seventy million dollars out of the federal forfeiture pool."
I stood up, walked to the floor-to-ceiling glass window overlooking the secure parade grounds, and smoothed the front of my dress blues.
Arthur had spent twenty-six years treating human beings as commodities, and even from a federal prison cell, his toxic financial deals were attempting to drag my mother's memory into the dirt.

"Contact the U.S. Trustee," I told Colonel Sterling, my voice dropping into an unyielding, authoritative register. "Tell them the Defense Intelligence Agency will be assisting the Department of Justice in reviewing Apex Global's clearance filings."
